If this is your first time in game I recommend something other then a mage. Mages are very expensive. I would spend every last plat on sigils after I bought some backpack space.

Mages with energy shield can kill everything their level for a long time. You will be able to buy armor later. I personally am level 151 and still wear the halloween(quest) armor cause I like it. I have Diamond (buy) and frozen (quest) armor also. You are a long way from needing to worry about it. Of course I am assuming you want to be a caster. I have never done a h2h build.

Keep in mind there is only a couple things you can't buy off other players. Sigils and pack space.

Whatever you do save as much of your plat for as long as you can to see if you want more sigils. They become a bigger issue around level 100.
I can use over 3000 energy a minute leveling.

And where do you get the quest for the halloween armor.

grinding same level mobs is usually the best way to level. I'm not gonna help ya figure out the armor quest. It's pretty easy to find if you look for it.
