If I and another use same skill on boss such as shatter is the damage dealt by the last hit used or is it combined?

If A higher lvl player uses shatter and assuming his removes more of the bosses armour, then I use shatter will the damage be his plus mine or if mine is lower will the bosses armour reset to my level?

Hope I made that clear I was thinking of other skills as well like rupture

Who hit the boss first with shatter will go off of their shatter. Even if you did it too, it will only damage.

Yours should say he resisted your skill if already active on from anyone else, no matter the level

Yes skills like shatter and rupture which deal damage + another effect will still deal damage even if they are resisted. The only thing being resisted is the extra effect applied which is armor reduction with shatter and dot with rupture, because there is a stronger debuff on the boss already.
