I had a friend who was banned like forever because of scamming claims. (he said he never scammed, but there is an answer to your question)

The consequence of scamming is death! All scammers will face their crimes in front of the court, this is where the server provides evidence. If found guilty, they will be sentenced to death by guillotine. But in reality you will be banned from the game because you are a piece of scum who does not deserve joy

Usually just a warning or a 3-day temporary ban.
All scammers in Morrigan are back and kicking more than ever.

Aside from being blacklisted by the servers top clans(usually) otm often wont really do much about it

OTM seems to get involved when the scammer uses OTM, admin or some other bogus title to pretend they are from OTM. Other than that there is little that is done.

Why would the scammer need to be punished? It's the person that got scammed that deserves the lesson. Don't be an idiot, simple as that.

Gotta agree with this, though scamming is wrong nonetheless. If people were more observant or less dense this wouldn't be a problem.
