Are players reciieving more pet tokens from this event? Or less? Or same?

The same ~5-10 per 100 chests

Not reciving more from chests but seem to be receiving more from bounties, 2 in the last day alone.

From player feedback, in the Tides of Fate update we boosted the drop rate of both the Pet Tokens from chests and Hunters Boon / Prizes from bounties.
