Eldritch also does more damage, supposedly. So they are different skills and I think it's a leftover bug when EDL off hands still had the same DL skill. please fix.

I think they have done it like they're the same and the stronger one will stay, although I think thats stupid.

They aren't really different skills...they are just different levels...it's like saying why doesnt rend lvl 40 stack with rend lvl 50?

It wouldn't have to be different if the item were like warden through frozen where the item just turned into its evolution. But even then they'd have figure out how the game can recognize the difference between the skills. Anyways, it's easier for them to have it this way.
