I would imagine that the proc ability would only affect group members, the same way wards and abundant aura work.

Never seen it.. Looks nice but is not practical, and judging by OTM's item making, it will add about 5-10 damage per person.
If I remember right it is about 50 not positive though
50 per person is actually pretty nice.. Especially if theirs a lot of people around. Still don't think it would come anywhere near a Frozen Dagger, but would be nice for a lower level if they stood next to all the higher level DPS in a boss fight

It only helps people in the user's group.

i had a superior soul wand, which is a rod but stronger with skill that regens 150-200 (too bad i was h2h mage back then and sold)
u could try it out, or just sell it, i didnt see much rare weps buyers lately
