I can absolutely only see 2 ways anyone would ever seriously use those wands.
1. You could use the ice attune wand to boost your max skills hit.
2. You could equip one while you are camping and use it once before switching to your real weapon.

wand gives +1200dmg for 15s with a 45s cooldown
so it meansa constant +300dmg on firebolt and firestorm. if book gives more, use book , if u like cdr , use skull
