Celtic Heroes

I might be missing something or theres something need to be done before but i have no idea if u guys could help.

Im tier 2 at lich faction, and the quest where u give the shards for points for the faction is not showing up. Is there something need to be done before or what? I dont feel like having to lo 10k mobs for tier 4

You are probably having my issue. Make sure to drop or complete the reaver version of that quest and see if the lich version is then available. You cannot have both versions at the same time.
