Pretty sure u could buy them at any vendor that sold food items. Even my friend thought they would be at one of those other places too.

Delia Dermot on the Pier sells the Holiday Spices. She is the only one in Dal Riata allowed to import them, so gotta go to her.

Help! Where are the holiday recipe books? Last year they were in the tavern, sold by the usual recipe book lady, I think. Holiday spices ARE back, and sold by the import lady on the pier, but where are the holiday recipe books? Please add them back?

You have to buy them off auction or from other players who bought them last winter and still have some for sale. Idk how your server is on prices but some In lir are now posting recipes for 500k+ and not even good recipes. Some are pretty useless. The only one I bought for 80k was the chocolate Lord maclir which you can cook to make chocolate that boosts scholar ability, treasure hunter ability, or cooking mastery ability.

They are not apart of this Yule event, so you will need to acquire them trading with other players.
