My skill keeps the slow effect for about 5 seconds. By increasing ability level does that slow time ever increase or is 5 seconds it?

I do it because i can. I can because i want to. I want to because you said i couldn't.
Level 221 Mage
level 220 druid
level 216 rogue
level 215 warrior

From my analysis Ability increases how much slower mobs go.
Time is always 5 seconds.
