Well when you were level 20ish when it first introduced, of course you were able to keep it maxed but later found it harder to max since you never even use it anymore.

I got First Aid back in 2011. It was useful in early levels. Then found no reason to max it after level 100+
I wish I knew back in 2011 not to get first aid because they'll be useless in 2013.
