What do the developers consider is necessary for a Merge?

Like all MMORPGs, every developer is faced with this reality. Whether it's because the game has slowly lost touch with players and their interests, or it's because some servers run themselves into the ground forcing players to quit or transfer.

Most servers are able to sustain themselves today decently well. So this should not be a huge concern for now. But other servers do struggle.
So.. Has it ever crossed our developers' minds that a merging of these struggling servers may be appropriate in the near future? Or.. What aspects do our developers look at when even considering merging together a couple or more servers?

I believe some servers should merge and it would be a good idea to put 2 smaller servers into one. This could cause issues with economy but it would stabilize over time, and could bring more attraction to the merged servers by players from other worlds.

IMO a merger would make players on the merged servers really angry and perhaps even quit. Every server has its own politics, clan hierarchy, economy, etc. To force 2 servers together would destroy some clans. For example, one clan that has been dominant on their server becomes second, the clans that had been 2nd strongest on their own servers now become 3rd n 4th and never get locks/drops on bosses they sometimes won before. All that will work itself out in time, but at the expense of several clans, and it will piss people off for VR to force that upon them. Also, VR will be held responsible for choosing which clans die by which servers they choose to merge.

Seems to me a better option would be for VR to find a way to make server transfers possible...within limits such as time, what you take with you, cost, etc. That would allow those who are unhappy on a slow server to move if they wish to, and those who enjoy the atmosphere of a less populated server to remain if they prefer to.

Those who feel servers should be merged, are you saying you think it's a good idea for VR to choose a random server and move all the players, clans and gear from your server to the other one, or are you suggesting that be done to other servers but not your own?

I think the economy should be global before merges are considered.

Yes it has crossed their mind. Gwydion was due to be merged with another server in 2011. This ultimately didn't happen as Gwydion managed to pick up its activity. It really lags behind on old items though due to its low activity during this time, under 10 camos only 3 active. 1 og darkflame set, etc etc

I understand your points and ideas of where most frustration could come from, but I don't think most of the players would actually be angry if they aren't even killing the end-game bosses. A better clan than them coming in could give some of the unhappy members apart of that server or clan in particular a reason to join the other clan. It's not to force servers where these bosses are killed regularly, but essentially forcing servers that can't kill them and are noticeably lower in overall activity.

I'd also think merges could be a reasonable option for players that cannot afford a server transfer if it were to cost platinum to do so. Then the rich players get out of dodge, and the server is left in even worse turmoil than it was before a transfer. It wouldn't make any sense. If they allowed actual transfers, then they'd have to be ready for merges for the servers that become bone dry.

Are there servers where no clan can kill all raid bosses except Dino?

Server transfers would be a better option. No point forcing people to move servers when they don’t want to. Likewise , no point forcing people to stay in servers they don’t want. Sadly VR doesn’t understand this yet (perhaps due to a lack of them playing the game)

They understand. There’s just more to consider than just putting a toon in a different world.
