What I have been told from level 120+ anglers, regarding fishing ability, is that it increases concentration (Like stated above) but also makes fishing more efficient (so using less concentration). I would recommend taking a break from leveling up fishing and focusing on raising the ability to 90%-1...

You can buy recipes for cooking from the fishing vendors/quest dudes, for example you can buy fish related cooking recipes in Stonevale (Cooking fish --> Buy Recipe books --> 4 recipes there) from the fishing guy there. Not sure if that helps because i have no yet reached level 180 in fishing.
