At what levels are the skill caps raised? What is the cap at 220? Thanks.

I think event mobs should spawn more frequently especially at the lower levels. For example the ostara hags. I think they should be more available at lower levels in lirs. Those hags are about the only part of ostara that new players can partake in except for collecting snakes.
